Recruiting Adult Leaders

Seasons Greetings Everyone!
I am a new Cubmaster and am having trouble recruiting adult
leaders/volunteers. I've gone from soliciting volunteers at pack
meetings to bringing a district rep in to try to get the adults to
volunteer. Last month I distributed the Parent/Family Talent
Survey... only four surveys were returned. Our Committee Chair has
tried calling people on the phone to get them to volunteer as little
as a couple of hours to coordinate a pack event without success.
We had a great recruiting effort this fall, but now that our pack is
larger than in the past (70 boys), we really need more adult help.
There seems to be less problem getting volunteers to help out with den
activitivies; the real issue here is Pack leadership.
Most of our Pack Committee will be leaving in February as their sons
are graduating from Webelos into Boy Scouts. As such, I am dreading
the rechartering exercise.
Any suggestions from veteran scouters, particluarly Cubmasters, as to
how I can get better adult participation?
