Let me add a little to what Mike Walton has already told you.
The only instance where an adult can earn a religious award is the LDS On
My Honor, which has specific requirements. For the rest of the adult
religious awards, the process is by nomination only. Most of the
nomination forms instructions also advise that the nomination should not
be revealed to the nominee, that a nominee cannot ask to be nominated, and
if the nominee has asked, then the nominee is ineligible to recieve the award.
For many faiths the adult nomination forms are available through P.R.A.Y.,
which can be reached at 1-800-933-PRAY (USA). If they don't have the
form, they are usually pretty good at referring you to the number for the
faith you are asking about.
My advice to you on this is that if you know of a Scouter who has been
active in his faith, his community and in Scouting for a number of years
(over five years), then consider obtaining a nomination form for his faith
and submitting it. All too few Scouters receive this recognition, mostly
because few know how to go about the process.
