By extension, it could also be a district level organization much like an
OA lodge (council) has Chapters in the districts. The EPA can be
organized at whatever level the post presidents decide to do so. For
example, in the LDS sponsored units which dominate our council, the 5-8
units in an LDS stake (diocese) can form their own EPA if they so
determine. They conduct the business of supporting those units and
dealing with any matters common to them including joint activities.
