What copy of BP&P are you referring to? Rovers, as far as I have been
a member have been allowed to wear the Queen's Venturer and the Chief
Scout Award. (As well as language strips). If you have a copy that
states "Venturers and Rovers are not allowed to wear......" please
state the page so I can correct myself.
