No, it does not. The 1988 national policy on chemical fuels is
outdated and not current policy. Your 1993 and 1994 Guide to Safe
Scouting take the same position. Most of the new guide is better
clarification. Obviously, volunteers have a need to have things very
clear (that is good) and that is what the 1994 book does for us.
