In a case like this, the "Tiger Cub" model might be a nice alternative.
We used to have a deaf boy in our pack, and the outcome of our discussions
with the boy's parents and teachers was, that one of the parents would
accompany (sp?) the boy to the meetings.
This worked out fine during the first few months, and after that, the other
boys had learned to accept him, and knew when to help and when not to, so
from then on, the parent did not have to be present all the time.
This boy stayed in Scouting for about 7 years, and only dropped out when it
was time for him to move on to Explorers (age 14).
