Eagle Court of Honor?

Greg, a couple of times I too have run into situations were the kid's family
were not very supportive and in one case had to do some arm twisting to even
get the parents to show up for the kid's Eagle Court of Honor.
In cases like that it is the responsibility of the Scoutmaster and the
Committee Chairman to go ahead and plan and conduct the Court of Honor for
the kid with what ever input they can get from the parents. The Troop owes
it to the kid requardless of the parents, to provide him with the best Court
of Honor that they are able to do.
I know it is the custom for the parents to pay for and send out the
invitations, provide an Eagle cake to serve and all that, but if the parents
will not do it, the Troop needs to take the bull by the horns and do it.
