David R. Bates, the Director of Program at Philmont, announced on October
18, 1994 that the age requirment has been rasied back to 14 years of
age. He stated "that the younger Scouts often lack sufficient mental and
emotional maturity to effectively cope with the challenges of a Philmont
trek and to share duties in harmony with other participants."
This wasn't my experience with 13 year olds that I have taken to
Philmont, but I could see where it could be true.
