Wolf and Bear Req. are signed off by the parents, Webelos by the parent
and/or the den ldr./Others(?). Let it be the parents choice as to which
country's citizenship they teach, and sign off the req.
I work at a very large university with may foreign students/faculty, with
lots of their children in may packs. We let the parents opt for what they
want to do. If they are too busy or their command of english is not
strong enough, and the den ldr. has to do it, then they use the U.S.
as the basis for the requirements. Who would feel competent to teach
many/any other governments unless you happened to have been there or
were a 'foreign studies' expert.
IF asked by the parent...suggest both the parents own and the U.S. be
