Ideas? Council Cub Advancement Chairman?

I have recently accepted the position of Council Cub Scout Advancement
Committee Chairman. For our council this has not been a clearly defined
position and it looks like a great opportunity for me to make positive
changes in the position.
One of the items that I will address is the problem of pack advancement
chairpersons putting too many items on the advancement forms. They use it
like a shopping list for all of their patch, loop, pin, etc... orders and
it makes it difficult for the people who have to key the information into
the computers, and for the District Adv. people too!
Other items include care in entering names (match those of the charter
exactly) and being sure that a boy is registered in the pack before issuing
advancements (a real headache here!)
I also want encourage a dialog between the Distric Adv. Persons and the
Distric Commissioner and Unit Commissioners. We have experienced packs in
which the Webelos, for example, "earn" their Webelos badge in the first
month of the program ...???
