International trip planning

Some scouts from my community wish to take an international trip this coming
spring. So far, the trip planners cannot tell us many details other than they
will be staying with a scout troop as guests in an exchange type of
environment. I am looking for comments from others who have done international
travel with scouts in small groups as to what national office in BSA will
require for an international tour permit, and other things to think about.
This is a truly ambitious plan (money to be raised is do-able but time is
short) and I would like to be supportive but cautious.
