The FBI have two areas for processing prints, one criminal and one civilian.
As you may expect, the civilian effort far outweights the criminal one.
The FBI have made a major procurement for a new AFIS system in order to reduce
the time on matching prints. At the present this can take up to a month from
the time a state agency sends the prints to Washington and getting a response
(this is for non-emergency work).
The background checks are important, however. Regardless of the ways people
can try to get around the system, it will at the least, keep out people who
have been convicted in other states. At the present, it is just too easy to
change states and hurt more kids.
