You are right, I wouldn't hold my breath in some areas that see it as a
money maker at the municpal level. However, the distinguishing thing is
that this is related to a volunteer organization, which may help state
legislatures to building in a fee waiver or reduction, as opposed to the
fees when work related, avoiding local preditory practices. They may also
look to see what the Federal Government does regarding frequency of checks.
If so, they may adopt the 4.5 years between checks that is normal for
folks with security requirements in their jobs.
Similarly, I wouldn't get too excited immediately, because this is going
to have to go through state legislatures before it affects most
volunteers. Until then it probably won't affect us, but will affect paid
professional staff and adult camp staff members.
