I agree with your thoughts relative to unit leaders who are not
American citizens. I can relate and interesting story related to this
policy. A few years ago, I stepped down as the Scoutmaster of a troop after
serving in the position for six years, a permanent resident with Nicaraguan
citizen was appointed Scoutmaster. I had heard about the citizenship rule
and asked our District Executive about it. He told me not to worry. The new
scoutmaster served for 4 years and was never questioned about it. He had
been honest about his citizenship on his adult application. I wonder how
seriously BSA views its policy on citizenship.
