Pioneering Merit Badge

HELP. On page 24 of the 1984 printing of the Pioneering Merit Badge pamphlet
there is a description of the Lumberjack Pulley. The instructions say to
make a series of overhand loops to act as pulleys. What do they mean by
"loops?" What I would call a loop -- a bight with the running end passed
over or under the standing end -- will not work. Do they perhaps mean a slip
knot or something like it?
Also, does anyone know how to tie a Harvester's Hitch
? I found a description in "Scout Pioneering," but it's not clear.
