Not completely true, at least not in all councils. In our council the
"blue cards" are sent in with the advancement form. The registrar at
the council office stamps and dates each blue card and returns it to
the unit. This provides one more level of protection for the scout in
case records get messed up. The unit should retain that portion of the
blue card and, if questions arise later, council will accept that card
as proof that the scout has earned the merit badge. In theory, the
council registrar can also check the validity of the merit badge
counselor name, but I'm not sure how often or thoroughly this is done.
