Scoutmster's descretion is right. However, in all fairness to all concerned,
the SM should establish his requirements up front. As a SM I have always taken
responsibility to have all STAR,Life and Eagles in leadsership poitions or as
instructors doing special projects. That solves any problems down the road on
the leadership requirement and advancement. When an Eagle has a BoR for a palm
we talk about his contribution to the Troop or the Scouting program since his
last award. In most cases, do to their advanced position in Scouting, just
about anything they are involved with is leadership to some degree.
After all, leadership is more than a patch on a uniform. It's motivating,
organizing, coordinating, etc a group to achieve a goal.
