On the Eagle Application one one of these can be counted as one of the
required badges for Eagle. The other two can then be used as electives.
Thus all three may be applied against the requirements for Eagle.
When the application is completed the earliest of the three badges should
be chosen to be put in the required slot. The other two should occupy the
first two elective slots. The reason for this is that although only one can
count as a required badge for Eagle there is no such restriction at the
Star and Life level. All may be used. You don't want the clerk at council
of national to have to look very far when he/she is verifying that Star and
Life requirements were satisfied.
