Well, the specific requirement #'s are not right in front of me, but for
2nd Class a scout must swim 50 feet and for 1st Class he must swim 100
yards (the length of a football field, which doesn't require him to be an
olympian, just competent) among other things. Obviously, these ranks
stand between him and his eventual rise to Eagle... thus the requirement
that he must be able to swim to ascend that high.
