Jeremy: I don't know Mr. Davis. He may or may not be an Eagle Scout. I
believe his use of the phrase "Used to be an Eagle," does not refer to Eagle
Scout rank, but to his Woodbadge patrol as an adult Scouter. It's from the
Woodbadge song in which Scouters sing "I used to be an Eagle (or Beaver or
Fox or whatever), but I can Eagle no more."
You are correct, of course, that an Eagle Scout is always an Eagle Scout.
