I who received Eagle at 14 am from a secular (PTA-sponsored) troop.
I'd guess our average age has been about 16 (but with nothing to back
that up, actually sort of bimodal around ~14 and ~17 most likely).
The only Eagle I've known personally who I really thought was too
young was not LDS (not sure whether in a church-sponsored (but not his
own church, since we go to the same church) or PTA-sponsored). So
young Eagles are not an LDS phenomenon, they happen all over the
place. I think the LDS troops just tend to be easier to see as a
group so things get noticed more there.
