I have applied your philosophy to my Post (co-ed high school group), If they
support the Troop. It works well.
As far as the Scout age group goes, we provide venture Scouting to all of them.
In short, we are a high adventure Troop called, The Vertical Edge. If you have
rock climbing, skiing, skin diving, etc as part of your over-all program, than
you just develop leadership and buy equipment accordingly. Its a leap of
faith, but it does work. many of our kids now have their own gear, just like a
normal Scout buys his own tent in short time.
I know that there is the philosophy that Scouts need to "earn" the right to
venture scout activities, however, the practical side is similar to learning to
play piano. The younger they start, the better they play.
