We have a tenderfoot scout who has been active in the troop for
two years this month. He has completed all the requirements,
EXCEPT SWIMMING, for his second class and first class ranks and now
needs only one eagle required merit badge for his Star rank. He has
taken swimming instructions at summer camp and the YMCA and is still
not able to pass the swimming requirements. He has no medical problem
or physical disability.
Is it possible for this scout to advance? Are there any provisions
in the advancement rules for such cases?
