The "old" requirements (~1980-1989) had 10-1/2 for minimum age at
entering, 2 months to Tenderfoot (later waivable for Arrow of Light
recipients), 2 months to 2nd Class, 2 months to 1st Class, 4 months to
Star, 6 months to Life, 6 months to Eagle. This gives 22 months
(later 20 months), which would make minimum age 12 and 4 months (12
and 2 months). So the new requirements aren't what made this possible
(not sure what minimum time to 1st Class would be under new
requirements offhand, so can't really compare).
Whether it is a good idea to have Eagles that young has been thrashed
around before on the list, so in order not to restart the war I'll
just say that there are positives and negatives to it, and the
individual boy is probably the biggest factor in whether it is
positive or negative.
