Eagle before 13?

I saw a comment (Ithink from someone in the LDS policy thread)
that their son was hopefully going to recieve Eagle before his
1) Is this possible? If yes, did it only become so after the change
in requirements designed to get scouts to first class in their first year?
2) While BSA has changed in many ways over the years, I still wonder
what the founders of BSA would have thought about 12 year old Eagles.
(Although as far as I can tell from the reprint I saw of the first Boy
Scout manual, there were neither time in rank requirements nor time
requirements for merit badges [ like family life and personal management
BTW, (to tie back to the LDS thread) I would expect the average age of
Eagles to be lower in LDS units, because delays due to disorganization
of the units would be less. I believe the LDS church to be the most organized
in the USA (and probably the world)
