I am not a counselor for this merit badge, but I am a counselor for about
25 others. Generally, unless the requirements allow alternative
requirements (A or B or C etc) the counselor is not allowed to modify the
performance requirements on any meritbadge.
In this case, you asked if any Scouts could accomplish the "English Gate"
test in 2 minutes. Generally, this must be met as stated, but if I as a
counselor (and presumably more experienced in the matter than Scouts being
counseled) tried the requirement and could not accomplish it myself, nor
did I know any other counselor or experienced canoeist who could either,
then I would consider modification of the requirement. If it is actually
not possible even for a highly experienced person to do it then the
requirement needs to be changed. I would also bring it to the attention
of National (which was done in this case) and hope for them to agree.
If, because of these special circumstances I was forced to modify a
performance requirement, I would always apply the rule of "do your best"
i.e. could the Scout meet the skill test if the time requirment were
extended slightly. If so, then I'd say they met the intent.
This is only my opinion. I'm sure an 'official' interpretation would say
the rules must be followed regardless. Well, like all rules, there are
times they do not fit with reality. When this happens, common sense must
take over and extend the basic intent of the rules to fit the situation.
