As _currently_ defined the NE region has existed since the BSA went from 6
to four regions.
HOWEVER... There was a region under the six region scheme called the
Northeast Region. Its boundaries were similar, but _not_ identical, to the
current Northeast Region.
The Northeast Region, in one form or another, has existed since the BSA
reduced the number of regions from 12 to 6. (or so I understand it)
