When our crew was at Philmont in mid-August, 1993, there was a sizeable
contingent from 4-H, maybe even a couple of crews. Whether they were
cross-registered with BSA as a post (they were co-ed), I do not know, but
they wore 4-H T-shirts the entire time and did not wear anything that
would identify them with BSA.
There was also a European crew who had been to the National Jamboree
the week earlier.
We were among the last full-trek crews to go out, and there were not a
lot of crews out there anyway, so they may have been able to get in on a
"space available" basis.
