For the fall program (Autumn Adventure), Philmont allows all adult
groups. I presume they allow non-scouting groups.
I do not know the restrictions for the winter program (Kanik),
although they demand for that program has also been relativly low as
well, so they are probably similar to fall.
For the summer program, only scouting (possibly international) groups
are allowed. In the past (sometime pre-1994), non-scouting groups
were allowed to attend Philmont. (no clue about whether they receive
preference), but that was not the case this year, nor will it be in
the future. (I'm sure they would open the slots to non-scouting groups
if they were unable to fill the summer, though. Don't laugh.
Competition with the Jamboree in '93 meant that Philmont did't fill
