How about starting a new "full program" troop with the 11 year olds?
I started one with a den of Webelos (8) a few years ago. NEVER regretted
it. I didn't have to deal with a lot of "history." The troop has done
very well. I like to recruit full dens into my troop and keep them
together as a new patrol. They seem to appreciate and enjoy it much more.
I am not a member of the LDS nor was thr troop so I don't know how this
would work within the LDS framework. Can one ward have more than one
