I suspect the program being run is not the one the boys would choose if they
were truely in charge of the program. I often think units are hampered by
adults who think they have all the answers and no confidence in the scouts.
I am currently observing a situation where the SM schedules everything
including PLC. After spending much of the PLC relating his philosophy of
Scouting he tells the PLC to work out the schedule for the next few weeks.
Of course, by this time, there is only about 10 minutes left and he is off to
do other things while the Scouts plan the program. Then he gracefully steps
in to pick up the program that they haven't planned. And, when they did
plan one meeting, he spent 20 minutes criticizing what they did. He can't
(won't) understand why the Scouts won't carry on with program planning.
