Cities like San Francisco are pretty big and do have very restrictive (or

In our Council there's 1 CE, 2 Assoc. CE's, 6 DE's, 1 for camp admin, 1 for
finance, and maybe 6 assorted office staff (secty, recpt, etc.), so that's
about 16 to 18 here...

I'm not sure what you've read, but the Western Region Office is located here
in town (within a few miles of our Council office) and they do have staff on
site. So at least in our case, REgional staff is here in CA.
