Queen or King Scout?

It has been suggested here that when BP began Scouting, the British
equivalent would have been Queen Scout. I was under the impression that
a Queen Scout would only apply during the reign of a queen. Victoria
died in 1901 and Edward VII was on the throne until 1914 (I believe).
Is this true? Were those Scouts before 1952 (or whenever Elizabeth II
was crowned) considered King's Scouts?
