First of all, I know it is an old message I am responding to.
Ok, though the Danish cubs is not organized the same way as BSA cubs, I tought
to give an answer anyway. I think you should let the boy join as a first year
Webelos. The trick is that he will find out when he wants to leave himself. AT
our pack, we let the boys decide for themselves how long they want to stay, we
currently have a boy who have decided to stay an eftra year even though he is
going to be about 12,5 yaers before he advences. Pushing the boys may in the
end leading them into quitting scouting since there (at least at our pack), is
somewhat of a jump from cub scouts to the troop.
