Year Around School Program

There is talk in my council of the schools going to a year round school
program perhaps next year. The plans that I hear discussed the most are
something like attend school for six weeks and then be out of school for two
weeks, or attend for three months and then be out for one month. It appears
that at any given time, there would be 25 percent of the kids out of school
and 75 percent in school.
Very likely some of you already have gone to there or something similar in
your schools. My question is what does this do to the Scouting program,
especially the summer camp programs. It would seem to me that you could end
up with kids in the Troops having different out of school times, and I could
see major problems with the kids that work on the summer camp staffs. You
might end up with needing more than one set of staffers.
Any one gotten involved in this sort of thing yet and what are the solutions?
