Well, It works just fine in large troops, my troop has 70-80 registered, and 50
highly active. We have no term limits on anything. Most PLs serve two,
sometimes three terms, then go on to something else. By the time we have a
three time PL, that patrol really works well, also the other boys in the patrol
learn by watching the PL. 3 terms is only a year and a half, everyone who
wants to be PL gets a chance.
