An admirable program, but I feel compelled to correct you with a mild flame
on one point.

WRONG!!!! The "priority", if that word can even be used, goes to who the
boys elect and who the SPL, with the SM's consultation, appoints. The boys
choose their leaders, not the adults.
Logical exceptions to this would seem to be the Den Chiefs and JASM's
(and maybe Instructors).
