How about selling "Halloween Insurance". People pay $5 to $10 for each
"policy", which states IF they have halloween vandalism (its a good idea
to list what vandalism the policy covers, such as soaped windows, tp'd
trees, scattered trash) and what it doesn't (such as household repairs,
repainting, etc.) the scouts will clean up the mess the day after
Halloween at no further cost to the policy holder.
