Who was "resourceful" the adults or the boy? It appears from the post the
boy was off participating in the program while the adults were scrambling
to get the form faxed to camp.
I would have to tend to agree with James on this one. The way we handle it
is no one gets on the bus without his Scout handbook, fieldguide, a set of
"Class A's" on his body and his physical.
