A District is a subset of your local Council, Sue; therefore, the same
things that would apply to the Council applies to each and every
District and in return, to each and every unit within that Council.
With permission from your Council Scout Executive (whom MUST consult
his or her legal counsel in these matters, since liability insurance
varies from local Council to local Council), yes, archery
DEMOSTRATIONS as well as black powder or "longrifle" DEMOSTRATIONS can
be done at a local Council (read this District) event or activity.
The immediate reference to this is the Council Administration Guide,
which each professional should have onhand and which the Council Scout
Executive MUST be familiar with. It's NOT a volunteer publication.
The keys here are twofold; one, the Council Scout Executive NEEDS to
know that such a demostration is going on during a District event; and
two, that it is a DEMOSTRATION and at no time will Scouts or Scouters
be permitted to operate weapons during this period. Those two things
keep the risk management folks at bay and while not making for a
SUPERIOR program, it makes the program manageable for the participants
(observers) and those putting on the program.
Sorry this comes perhaps too late....I've been having car problems and
haven't felt like really being online until this afternoon. Tomorrow,
I return to "Army life" and I'm not looking forward to it much.
Having a car that don't work very well (not at all, really) really
puts a serious cramp in your style *half smiling*.
