Expensive Wood Badge fee?

About Wood Badge fees:
Here in Quebec Provincial Council (Scouts Canada), it costs $10 to
take a Woodbadge part I (1 weekend- 2 days) and $80 to take a part II
(2 weekends- is it 3 for the Scout section?)
Actually kind of short, if you think about it. It does include
at least one camping weekend for Beavers and Cubs and more for Scouts.
(They don't offer Venturer WBII this year, or Rover WB at all this year)
Bob, over here, leaders are now not supposed to be invested until
they've taken a Basic Course, which is also required for WBI.
They're also supposed to take a WBI in a year of joining, but that
isn't always enforced. :(
(I would take a WB part I, but I"m not 18 yet. I'm going to try
to take a Basic Course next year though.
