I think it may depend on the young man. Under normal circumstances, I would
have to take the stand of "Bad things sometimes happens to nice people". One
hard fact of scouting is that it often simulates real life. Have the young man
redo the report and learn a hard lesson. If he has the fortitude, it will be
well worth the effort.
OTOH, if this young scout is one who is offended easy, is fairly immature, I
may tend to take the soft approach of letting him get the badge.
