the last eagle coh that my troop had was held at the scout reservation.
a note it was the transition day from webelos week to boy scout camp, there
were no scouts in camp except staff. the 45 min ceremony with 40-50 guests
went very well without amplification. it was held just before dusk in the
center of the reservation.
a lot of the cub scout packs will have their major crossover event at the
local state park. the O/A ceremony team does the webelos crossover without
loud speakers. we seem to find that the audience pays more attention when
they have to be quiet in order to hear the speakers. the facilities for these
activities have been hard shelters, pine groves, actual bridges (rarely),
and fields. everyone seems to have fun, even though they worry about the
weather and the bugs. if you don't try it, you will never know if it will
my district is currently working a district wide recognition for webelos-to-
scout transition. we are trying to increase visibilty for the cub scouts and
chances for successful moves to a scout troop. so i understand where your
questions are coming from.
