All this reminds me of a patch I earned way back in my Cubbing days.
In 1969, we did not have OA in Crossroads of America Council (which
wasn't CAC yet--my council was Central Indiana Council, and was only
one of three councils that ended up consolidating in the early '70s).
Thus there was nothing for us to wear on the right pocket flap. So
the Council had an award called the Commissioner's Award that went in
the same place as the OA flap. I don't know what the criteria were
but I assume there was some kind of commissioner's inspection and
scoring (like Quality Unit) that qualified the unit for this award.
I will do some digging and try to find out.
In any case, it was a neat patch and I still have one of them lying
15 years a Scout/Scouter:)
