Uniforming and insignia wearing is not at the whim of a leader, boy, OR council.
The regulations are just that --regulations. Beginning with the statement --
--"The badges and other official insignia and the uuniforms of the BoyScouuts o
fAmerica shall be made available ONLY to, and used ONLY by, registered youth me
mbers or officials and other members who have satisfactorily compplied with the
requirements prescribed by the CORPORATION." (that's National.)

Also, PLEASE refer and purchase a copy of, Insignia Control Guide. It is redone
every 12-18 months and is the absolute on uniforming. The Tot-n-Chip and Fire
-n-Chip are NOT for uniform wear.
Also -- please keep in mind that all insignia of BSA is copyrighted and ownershi
p never leaves National. I quote---
"uniform is optional in this program, but if you wear it you have an obligation
to wear it correctly." This means, read the book, do not do as a monkey sees,
