Kathie already answered this for me, S2....the policy has been that
way for many moons! Be assured that they DO send a copy of their
designs to their Regional office in their pouch mail to "have it on
file" at the Regional/National level. Most local Councils don't
design their own patches any more like they used to back in the 70s
and early 80s, and rely on the BSA's Supply Division's "stockblanks"
(which units can also order as well using the Supply Division's
Custom Design Catalog) and "fill in the blanks" with the name and date
of the event (Takeany Council Camporee 1994, for example). In those
cases, they DON'T NEED to have those approved, since the stockblanks
are already approved.
Lodge flaps are ALWAYS sent to National, even if the local Council can
now "approve them", as a matter of record and coordination. I know
this for a fact, when I had to send a new version of the Lodge Flap
(the last version) for Tomahawken Lodge in the old Lonesome Pine
Council to National when the lodge was merged with Kawida.
