Page 16, Article X, Section 4, Clause 11. ---and I quote, " Local councils are a
uthorized to adopt special badges and insignia as awards for particular purpose
s in harmony with national policies and to permit their use upon the office uni
form in accordance with the Rules and Ruglatiosn of the Corporation but such aw
ards must be approved as to purpose and design by the Corporation in advance."
This is the clause that causes local council to gain approval of all district an
d council patch designs. All such patches must ALSO include one of the three,
the BSA Fleur-de-lis; the Boy Scouts of America statement; of BSA. This too is
spelled out quite clearly.
You might also look in our current catalogs, as the pages of patch design and or
dering used to state the above conditions. They still may.
