I would recommend that the Scoutmaster take this as a serious infraction.
Since it really didn't happen no discipline is necessary....But, he
should make it clear to the boys involved that should they do something
remotely out of line, a suspension would be necessary.
If your troop has no suspension policy, I recommend that you figure one out.
The committee and the boys in the troop should be involved in the decision
of what the suspension policy should be.
As for the boy who is being "cold shouldered", he needs to be shown that
he lived by the Scout Oath and Law whereas the others did not.
More than anything the whole troop needs to understand that this type of
behavior is unacceptable.
