Canadian Venturer companies are rather strongly encouraged to have a
set of working bylaws for the company. I don't know how common they
would be with Scout Troops or Cub packs, but Rover crews would usually
have them too.
On a group scale, I'm not sure how common bylaws are.
Bylaws are supposed to clarify, and are not allowed to contradict
our Bylaws, Policy and Procedures here.
