Just as a technical note, your Unit is already covered by a set of By-laws -
those of your local Council. What you should have are a written set of "Troop
Rules" that reference both the local Council By-laws and those of the BSA.
Also, these two documents need to be checked when writing your document. You
must stick to both no matter what, and cannot create a Unit rule that would
negate them. Other than that, this is something that the PLC of the Troop
should be heavily involved in, if not initiating. Maybe give the PLC an
adviser or two from the Unit Committee, and let them run with it.
